The Strengthening Legal Rights, Access to Justice and Livelihood Improvement in Siha District, Tanzania initiative builds on ENVIROCARE's previous Legal Rights and Literacy Programme in Kilimanjaro, which identified persistent challenges in land governance, access to justice, and women's economic empowerment. The project is implemented under the Transformative Partnerships Programme (2025–2028), a strategic initiative that strengthens civil society organizations (CSOs) as key drivers of democracy, human rights, and climate resilience. It is supported by the Swedish International Development Cooperation Agency (Sida) through ForumCiv Sweden.
The project expands proven community-based approaches to address structural human rights challenges affecting women, youth, persons with disabilities (PWDs), and other marginalized groups whose livelihoods depend on land and natural resources. It will establish legal aid clinics, train and mentor community paralegals, and promote mediation, dialogue meetings, and simulation hearings to improve legal awareness, access to justice, and accountability.
To strengthen community resilience, the project will also support women-led Village Savings and Loan Associations (VSLAs) by integrating financial literacy, leadership development, and legal awareness into their activities. In addition, the initiative will work closely with local authorities, land councils, traditional and religious leaders to promote accountable land governance, peaceful conflict resolution, and inclusive community participation through a rights-based and gender-transformative approach.
Target Group
The project will directly reach 1,500 rights holders, including women, youth, and persons with disabilities (PWDs), while indirectly benefiting approximately 5,000 community members across the 17 wards of Siha District.

Overall Goal
To strengthen the capacity of rights-holders and local civil society in Siha District to claim, defend and realise their human rights, with a particular focus on access to justice, land and inheritance rights, gender justice, civic participation and economic empowerment by 2028.
